Whistle Blowing Policies have been developed in order to support good clinical
governance. They have been usually agreed by staff side and the Trust Board.
What is the Whistle Blowing Policy about?
It has been written so all employees know how to raise serious concerns of
malpractice/wrongdoing, which do not fall under other procedures. It covers
matters that are either happening now, have happened, or are likely to happen
and it aims to demonstrate to staff that their concerns will be taken seriously.
It details how to raise concerns appropriately.
Why do I need to know about it?
You need to know about it so that if you have a concern, either now or in the
future, you know that there is a policy, which will tell you what you should
do.
What does it say I should do in the first instance if I have a concern?
It states that you should inform your Line Manager in the first instance of
your concern, either verbally or in writing. If your concern involves your Line
Manager, you should contact your Human Resources Manager.
What will happen then?
Your Manager will undertake a preliminary investigation. If that does not resolve
the issue, you should contact your Human Resources Manager who will refer the
matter to a designated officer to investigate. She/he will write a brief summary
of the outcome of the investigation, which will be reported to the Chief Executive.
At this stage, if the investigation is very serious or complex, a formal investigation
may be held. Following this, the Chief Executive will advise the designated
officer of the possible options available to the Trust, and the designated officer
will meet with you to give feedback on action, although feedback cannot be given
on issues that are confidential (i.e. if disciplinary action has been taken).
What happens if I raise a concern, but it is found that I was mistaken?
As long as you have raised the concern in good faith, there will be no reprisals.
If, however, it is found that you raised the matter maliciously, this will be
dealt with under the Trust's Disciplinary Policy.
I'm worried that if I say anything, I might be victimised
If you raise a concern under the policy, you are assured that your concern
will be treated seriously and sensitively. The Trust will not tolerate any harassment
or victimisation of anyone raising a concern. If you wish, a colleague or trade
union representative may support you at any stage during the proceedings.
How can I get a copy of the policy?
Your Manager will have a copy in the Personnel Policies and Procedures Manual;
otherwise you can get a copy from the Human Resources Department.
